Diplomatic relations between the two countries were established on December 13, 1994. The Embassy of the State of Qatar in Dushanbe was opened in November 2012 and the Embassy of the Republic of Tajikistan in Doha was opened in May 2013.
Political relations. The official visit of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon to the State of Qatar on May 6-7, 2007 opened a new page in the history of bilateral relations and laid the foundation for further rapid development. The official return visit of the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani to the Republic of Tajikistan took place in August 2007, which was the first visit of an Arab president to Tajikistan.
The official visit of the President of the Republic of Tajikistan, Leader of the Nation Emomali Rahmon to the State of Qatar on February 5-7, 2017 at the invitation of the Emir of Qatar Sheikh Tamim bin Hamad Al Thani and high-level talks in Doha gave a serious impetus to the development of multifaceted relations. Under the direction of the top leaders of the two countries, a tool for political consultations at the level of ministers, deputy ministers and heads of departments was established between the foreign ministries.
Also, the working visit of the Emir of Qatar Sheikh Tamim bin Hamad Al Thani to Dushanbe on June 14-15, 2019 to participate in the Fifth Summit of the Conference on Cooperation and Confidence Building Measures in Asia and his official talks with the President Tajikistan was the most important event in the process of strengthening and expanding bilateral political ties.
On March 29-30, 2021, a delegation of the State of Qatar led by Sultan bin Said al-Mureihi - Minister of State for Foreign Affairs took part in the Ministerial Conference "Heart of Asia-Istanbul Process". In the framework of this event, a bilateral meeting of the Qatari delegation with the Minister of Foreign Affairs of the Republic of Tajikistan was held.
It should be noted that the political consultations in Dushanbe on October 24, 2018 and January 26, 2020 in Doha held under the leadership of the First Deputy Ministers of Foreign Affairs of the Republic of Tajikistan and the State of Qatar to further expand mutually beneficial cooperation in political, economic and social spheres. An important factor is the promotion of constructive initiatives in the framework of regional and international organizations, the fight against terrorism and extremism, and the pursuit of other issues of mutual interest.
Inter-parliamentary relations. With the purpose of expansion of bilateral relations by the resolution of Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan from 04.01.2019 the Group of friendship and inter-parliamentary cooperation with Majlisi Namoyandagon of State of Qatar was established. To this end, a working group on cooperation with Asian countries is working in the parliament of the State of Qatar (Council). The Group was re-established in early 2022 following the election of the Council of the country (October 2021).
Legal framework. The legal framework of cooperation between Tajikistan and the State of Qatar consists of 16 intergovernmental and interdepartmental documents.
Security cooperation. Working relations have been established between the interior ministries of the two countries. In the framework of the visit of the Minister of Internal Affairs of the Republic of Tajikistan to the State of Qatar on February 16-18, 2019, bilateral talks were held with the Prime Minister - Minister of Internal Affairs of Qatar, Attorney General and Special Representative of the State of Qatar for Combating Terrorism and Conflict Resolution.
On the basis of constructive bilateral and multilateral cooperation, the State of Qatar has made a significant contribution to the organization of two high-level international conferences on combating terrorism and extremism, which were held in May 2018 and May 2019 in Dushanbe.
Economic and trade cooperation. The State of Qatar is the first Arab country to invest in Tajikistan. Its effect is reflected in the financing of the construction of the Grand Mosque of Dushanbe ($ 91.3 million), the largest mosque in Central Asia. Qatari company Diyar is implementing an investment project Diyare Dushanbe in the capital of our country. So far, the first phase of the project has been completed. The company intends to complete the second phase of the project in the coming years (the total amount of Qatari investment in Tajikistan is estimated at about $ 300 million).
The State of Qatar declares at all levels that it respects the cultural and social values and measures taken by the governments of Central Asian countries, including the Republic of Tajikistan, to ensure national security and sustainable development of society and is a reliable partner in combating terrorism and extremism in the region.
