The International Committee of the Red Cross (ICRC) started its activity in Tajikistan in 1992 and opened its office in Dushanbe in January 1993. In June 2003, the Agreement between the ICRC and the Government of the Republic of Tajikistan on the status of the ICRC was signed. Since January 2024, the ICRC Representation in the Republic of Tajikistan has been headed by Mr. Pierre-Emmanuel Ducruet.

One of the main areas of cooperation between Tajikistan and the ICRC is to promote and strengthen the knowledge of international humanitarian law (IHL) among government agencies, armed forces, law enforcement agencies and academic circles of the country, as well as the implementation of IHL norms in the national legislation of Tajikistan.

Another area of bilateral cooperation with ICRC is support for people repatriated to Tajikistan from conflict zones, including providing them with psychosocial support. The ICRC’s Mental Health and Psychosocial Support programme provides individual and group psychological support and capacity building for women and children returning from conflict zones, emergency responders and health workers in various regions of Tajikistan.

The ICRC supports the Red Crescent Society of Tajikistan as its main partner in the country to strengthen its capacity to respond to emergencies. In this regard, the ICRC works closely with relevant government agencies, such as the Committee of Emergency Situations and the Ministry of Health, in the area of emergency preparedness and response.

Another ICRC’s activity in Tajikistan is enhancing prosthetics and orthotics response for persons with disabilities. As part of this, the ICRC supports the State Enterprise of Prosthetic and Orthotic Plant (SEPOP) by providing equipment, materials and training to the regional branches of EPPO in Khujand, Kulob and Khorog.
